Commenting on "Why a big polluter changed its mind on carbon tax"

A good manager should review his costs of running a business even without any tax incentive or rebate. There is nothing in this report telling the readers like myself how David is going to reduce carbon emission by three quarters, something to share and benefit the society at large.
The crux of the matter is, can this reduction be achieved without the imposition of carbon tax? If so, many large companies could have been saved from going under.
